Policy & regulations for heavy precipitation

In the Netherlands, managing risks from hail, snow, frost, and ice (PDF) primarily depends on the responsibility of property and landowners. The government’s role is mainly regulatory, including setting building code requirements, issuing warnings to reduce vulnerabilities, and providing disaster response to manage impacts. Additionally, public authorities, such as road managers, are responsible for salting roads to ensure safety during snow and ice conditions.
