Policies & regulations for cold wave/frost
In the Netherlands, managing risks related to frost and icy conditions (PDF) is primarily the responsibility of property owners and landowners. Although frost and icy conditions often occur together, they are not the same and do not necessarily occur at the same time. The government’s role is mainly regulatory, including setting building code requirements, issuing weather warnings to reduce vulnerabilities, and providing disaster response when necessary. Additionally, public authorities, such as road managers and municipalities, are responsible for salting roads to ensure safety during icy conditions.
